currently my car has no power adders and is a 1990 1.6 im looking to swap out the diff to a 3.909 diff from a 99+. do they sell new replacements and if so where can i get one?

3.9 gives better top end so i wont be at 4000 at 60 im also upgrading because the 1.6's are known to break easily. all im trying to do it upgrade to a stronger diff because im planning on a turbo kit in the future i guess i should go with an auto diff from a 99+ miata for a 4.10

You can get 4.3 torsens from a 5 speed nb or 4.10 from a na. No automatic miata's came with torsens fyi. Also 3.9 would be suitable if you're making some serious power. Which if this is "in the future" you may have a miserable time driving until then.

Buying from a miata/mazda specific salvage group you will get bent over on the price. Expect ~1k for a full 1.6 rear end to 4.3 or 3.9 torsen swap (pumpkin, half shafts, and driveshaft). 4.10's go for a bit less and are more common to come by.

Your best bet may be getting one off craigslist or a you-pull-it and hope the seller is not aware of what it is.
